Although Mr. Crowley’s current practice is primarily focused in estate planning, since joining the firm in 1990 he has represented a large array of clients, from ranchers to international corporations, governmental agencies, water and sewer districts, and statewide business associations. He has been a key voice in numerous judicial, administrative, legislative, and business negotiation settings on environmental matters and also on issues such as real estate, public lands, and solid waste transportation. Mr. Crowley’s practice has taken him before the Montana Public Service Commission, the Montana Legislature, and the Montana DEQ.
Mr. Crowley served as a staff attorney and then Chief Legal Counsel for the Montana Department of Health and Environmental Sciences (DHES). As a Special Assistant Attorney General with the DHES, Mr. Crowley was instrumental in the design, implementation, and enforcement of virtually every environmental program for the State, often in conjunction with the U.S. E.P.A. and the Montana Legislature, in the areas of hazardous waste, federal and state superfund, water quality, public water supply, air quality, solid waste, and subdivision development. Mr. Crowley’s responsibilities as Chief Legal Counsel also included overseeing numerous public health programs such as immunization, nutrition, family planning, AIDS, certificate of need, licensing and certification of health care facilities, and the administration of federal public health grants.
The Missoulian newspaper named Mr. Crowley as one of the 100 most influential Montanans of the 20th Century for his pivotal work under the Federal Superfund Law. In 2004 he received the State Bar of Montana’s Bousliman Professionalism Award. Mr. Crowley has been recognized as one of the “Best Lawyers in America” since 1995, and as a leading professional by Chambers and Partners for Natural Resources and Environment work. He was chosen in 2009 by Super Lawyers as an outstanding lawyer who has attained a high degree of peer recognition and professional achievement, an honor given to less than five percent of lawyers in Montana. Mr. Crowley’s hobbies include tennis, word origins and dialects, and Irish humor. He is an active member of St. Helena Cathedral parish and serves on the boards of two nonprofit organizations.
